Answer: "Cell spacing" within a table is the space between
the cells and "cell padding" is the space between the contents of the
cell and all of the cell walls. If you want to change the size of the
cells, "cell padding" is much more effective. However, because of the
"flow" nature of html, the cell sizes may change. If the cell content
inserted into a cell is larger than the cell itself, that cell may grow
or "push" the adjacent cell.
